However, I'm anal and was looking at it closely (within 6 inches or so) and spotted 2 black dots. One next to the 11 marker. Another smaller/fainter one above "Automatic" words. The faint one is really hard to spot, the other is tiny, but dark. I stress that it truly is tiny, lol. It could be that whatever was used to adhere the blue stones to the dial is causing it bubble and peel. Just a thought. I have seen dials like this with rubies but not sapphires.
